liblockdev1-dev software package provides Development library for locking devices, you can install in your Debian 8 (Jessie) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install liblockdev1-dev
liblockdev1-dev is installed in your system.
Make ensure the liblockdev1-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep liblockdev1-dev *
You will get with liblockdev1-dev package name, version, architecture and description in a table
